Rent-Geared-to-Income Program Administration

The City of Toronto administers the Rent-Geared-to-Income (RGI) program as per the Housing Services Act, 2011. This section includes the current RGI Administration Manual and the forms and tools required to administer the RGI program.

The RGI Administration Manual is the primary resource for housing providers to administer the RGI program on behalf of the City of Toronto. It includes rules and regulations under the Housing Services Act, 2011 (HSA) and the City’s rules.

The RGI Administration Manual includes information on:

• Determining and managing RGI eligibility
• Determining household income
• Calculating RGI rent
• Conducting reviews and issuing decisions
• Filling vacancies and allocating RGI Assistance
• Keeping records

Housing providers funded by the City of Toronto to provide RGI assistance must comply with the rules and procedures in the RGI Administration Manual.

The RGI Administration Manual references a number of forms and templates. Housing providers are required to use all forms and templates labeled “mandatory”. In some cases, the forms and templates must be adapted to include the housing provider’s logo and contact information. Any forms and templates which are not mandatory are strongly recommended.

When issuing these forms and templates to tenants and members, housing providers are required to comply with the requirements of the Accessibility for Ontarians with Disabilities Act (AODA) and to make any adjustments necessary to ensure compliance.
